The just-released ARC funding rules for Discovery projects for 2011 have a stronger statement about deposit of research outputs into repositories, including the following:
If a researcher is not intending to deposit the data from a project in a repository within six months of the completion of the research, he/she should include the reasons in the project’s Final Report. Any research outputs that have been or will be deposited in appropriate repositories should be identified in the Final Report.

While this is not yet a mandate, it does send a stronger signal to the research community about expectations for the sharing and re-use of publicly funded data.
