Suggested schema change
The RIFCS Date Format vocabulary describes date encoding used in date fields within the RIFCS schema elements. Describing this encoding allows dates to be accurately parsed during automated computation (allowing resolution from an encoded date to a point in time in the system’s native clock). Currently, the vocabulary includes “UTC” which is actually a standard regulation of clock measurement, not a date encoding. Furthermore, the only other vocabulary item in the RIFCS Date Format vocabulary is “W3CDTF” (a profile of ISO 8601) which implies UTC anyway.
UTC should be removed from the vocabulary and ANDS services should retrospectively update manually created records that contain this incorrect dateFormat to contain W3CDTF instead. Providers should be informed of the change via the RAB procedures and ANDS CPG and asked to update their upstream records.
